Development Proposal

The proposed development involves works both to the internal and external elements of the stadium. Internally, the proposal involves the reorganisation of spaces within the South Stand to achieve better and more functional operational arrangements, along with new uses, including a new tourist attraction and enhanced conferencing, hospitality facilities and a public children’s playground.
The proposed development will consist of the following internal, and external works
A. Internal Reorganisation & Redevelopment of The South Stand as Follows:
Ground Floor Level
- A new GAA Museum, expanded exhibition centre, visitor centre and cafe, all accessible from the main public concourse connecting the Marina Park and the Atlantic Pond.
First Floor Level
- The designated museum space on the first floor at the Blackrock end is proposed to accommodate the existing gym facility which is currently located on the ground floor level.
- The GAA administration area is proposed to be located at the City end of the first floor.
- The Ard Comhairle reception space is to be relocated to a position adjacent to the existing Ard Comhairle seating area.
Second Floor Level
- The second floor is to be enhanced as a conference venue with office / hub facilities and break out spaces/areas.
Third Floor Level
- The existing third floor level outdoor terraces, WC and catering facilities are to be incorporated into the overall enhanced conference facilities for use as corporate social venues.
- Other reorganisation works will allow for a new internal stadium tour route as part of a new tourist attraction.
B. External Works.
The proposed external works to the stadium will comprise of as follows:
- Modification of the existing City end and Blackrock end stadium entrances to include sheltered porches and signage to improve the legibility of their positions and function.
- Revised access and egress arrangements to the Stadium are proposed in accordance with an updated Mobility Management Plan (please refer to Mobility Plan for details), and include for:
- a) Revised vehicular access to the Stadium and its associated parking via the Monahan Road which will allow for the future closing of the Marina for vehicular access to the Stadium.
- b) Car and bus pick up and drop off areas with associated parking areas at both main entrance points.
- c) New public car park is proposed to the southern side of the stadium accessed via the Monahan Road (Parking Zone B - please refer to the site location drawing for details), that will be for the use by both those visiting the stadium and the Marina Park, and with a connection to the existing public parking area at the Atlantic Pond.
- d) Bus parking will be accommodated within this car park, while bicycle parking will be located in the public parking stations providing 170 no. bicycle parking spaces, again for use by those visiting both the Stadium and the Marina Park.
- e) A separate public parking area and set down/drop off area is proposed at the city end entrance (Parking Zone A – please refer to site location drawing for details)
- The proposed development will also include new hard and soft landscaping to public areas and all associated site, drainage, development works and will include tree planting.
- A new public children’s playground, located adjacent to the Atlantic Pond to the rear of the Blackrock end of the stadium will form part of the overall development and will bring a significant planning gain to the local community.
